Change Log 

• Increased Goop Gun speed from 6000 to 8000
• Reduced refill time for ammo pickups from 10 sec to 6 sec 
• Added set_refill <int> command to console for master client ONLY 
• Changed textures in map New Map CTF
• Players with full ammo no longer pick up ammo drops again
